Department of Leveling Up Housing and Communities (DLUHC) lanseradeUK Shared Prosperity Fund(UKSPF) den 13 april 2022.
UKSPF är en central pelare i regeringens Leveling Up Agenda och tillhandahåller £2,6 miljarder i ny finansiering för lokala investeringar senast i mars 2025.
Den totala tilldelningen från Lancashire är £54m finansiering plus £7,5m för Multiply (vuxen räknekunskap och anställningsbarhet). Preston har fått en villkorad tilldelning på £5 243 004 för att investera i staden från 2022/23 till 2024/25.
Vad är syftet med fonden?
Målet med fonden är att bygga en stolthet och öka livschanserna och detta kommer att levereras via tre investeringsprioriteringar, som definieras av regeringen:
- Gemenskaper och plats
- Stödja lokala företag
- Människor och färdigheter
Preston City Council var skyldig att lämna in en investeringsplan till den brittiska regeringen senast den 1 augusti 2022 godkänd den 5 december 2022.
Prestons UKSPF-program kommer att levereras genom 26 program och projekt som inleds 2023/24 och måste vara avslutade i slutet av 2024/25.

Ansökningar inbjuds till 17:30 fredagen den 30 juni 2023 för att leverera UKSPF-projekt från augusti/september 2023 och framåt.
Vårt mål är att leverera ett omfattande och effektfullt aktivitetsprogram som kommer att bygga en stolthet i Preston och öka livschanserna i staden, i linje med UKSPF:s övergripande mål.

Investeringsplan
Rådet var skyldigt att lägga fram en investeringsplan till den brittiska regeringen senast den 1 augusti 2022.
Planen utvecklades genom omfattande samråd med lokala och regionala intressenter, civilsamhällets organisationer, arbetsgivarorgan, företag och deras representativa grupper och lokala parlamentsledamöter.
Investeringsplanen krävde lokala myndigheter att identifiera och tillhandahålla bevis på lokala möjligheter och utmaningar med avseende på var och en av de tre prioriteringarna, och välja insatser och resultat för att ta itu med dem.
Investeringsplanen anger hur medel har fördelats för var och en av de tre prioriteringarna och insatserna under programmets varaktighet. Dessa tilldelningar är vägledande och kan ändras under programmets livscykel, för att säkerställa att en rad effektfulla projekt kan levereras på ett flexibelt och framgångsrikt sätt.
Investeringsplanen godkändes den 5 december 2022. Prestons UKSPF-program kommer att levereras genom 26 program och projekt som inleds 2023/24 och måste vara avslutade i slutet av 2024/25.

Business and Community Innovation Project (UKSPF intervention E19 och E21)
E19 - Öka investeringar i forskning och utveckling på lokal nivå. Investeringar för att stödja spridningen av innovationskunskap och -aktiviteter. Stöd kommersialiseringen av idéer, uppmuntra samarbete och påskynda vägen till marknaden så att fler idéer omvandlas till industriella och kommersiella metoder.
E21 - Finansiering för utveckling och stöd av lämplig innovationsinfrastruktur på lokal nivå.
Detta projekt kommer att bygga på Prestons styrkor som ett nav för innovation inom en rad olika sektorer, inklusive flyg-, bil-, energi-, kärnkraft, digital, biovetenskap, avancerad tillverkning och hälsovård, vilket säkerställer att samarbete mellan företag underlättar utvecklingen av starka leveranskedjor, förbättrad produktutveckling och ökade marknadsandelar.
Programmet kommer också att effektivt koppla dessa sektorer till högre utbildningsanstalter i området för att främja kommersialisering av forskning och utveckling. Det förväntas att denna investering kommer att anpassa lokala verksamhetsmodeller för att stödja spridningen av innovation och kunskap, vilket hjälper till att påskynda vägen till marknaden när innovation omsätts i förbättrad industriell och kommersiell praxis.

Stödja koldioxidutsläpp och förbättra den naturliga miljön(UKSPF intervention E29)
E29 - Stödja koldioxidutsläpp och förbättra den naturliga miljön samtidigt som den lokala ekonomin växer. Att ta ett helt system för att investera i infrastruktur för att leverera effektiv koldioxidutsläpp över energi, byggnader och transporter och därutöver, i linje med vårt juridiskt bindande klimatmål. Maximera befintliga eller framväxande lokala styrkor inom teknik, varor och tjänster med låga koldioxidutsläpp för att dra fördel av den växande globala möjligheten.
I april 2019 utropade Preston kommunfullmäktige ett klimatnödläge och åtog sig att leverera nettonollutsläpp av koldioxid till 2030.
UKSPF har gett rådet en möjlighet att visa engagemang för april 2019-deklarationen genom att finansiera initiativ för att stödja koldioxidutsläppen av den lokala ekonomin i Preston.
Det förväntas uppnås genom att anslå finansiering till projekt som
(i) hjälpa företag i Preston att minska koldioxidutsläppen från sin egen verksamhet, med tonvikt på de företag som står för de högsta koldioxidutsläppen och
(ii) stödja Preston-företag att ta med ny teknik med låga koldioxidutsläpp från utveckling till kommersialisering.
UKSPF ger Preston City Council möjlighet att dra nytta av denna lokala expertis för att beställa riktade och skräddarsydda program för koldioxidutsläpp och innovationsstöd för företag som vill minska sina koldioxidutsläpp och/eller diversifiera till lågkoldioxidteknik.

Affärsstöd för projekt för internationell handel(UKSPF intervention E24)
E24 - Finansiering för nya och förbättringar av befintliga utbildningsnav, erbjudanden om företagsstöd, "inkubatorer" och "acceleratorer" för lokalt företagande (inklusive socialt företagande) som kan stödja entreprenörer och nystartade företag genom de tidiga stadierna av utveckling och tillväxt genom att erbjuda en kombination av tjänster inklusive kontohantering, rådgivning, resurser, utbildning, coaching, mentorskap och tillgång till arbetsyta.
Även om de långsiktiga effekterna av Brexit på lokala företag fortfarande visar sig, har initiala handelsfriktioner tydligt påverkat lokala företag.
Preston har ett stort antal företag som exporterar varor eller tjänster till både EU-länder och länder utanför EU och det har förekommit rapporter om förvirring kring export till i synnerhet Northern.
Tilldelningen av UKSPF-medel för internationellt handelsstöd till lokala företag är ett svar på att ta itu med dessa utmaningar. Syftet är att tillhandahålla stödtjänster och rådgivning till företag så att de kan agera med förtroende på den internationella arenan, hjälpa dem att etablera säkra leveranskedjor och ökat värde i exporten.

Gemenskapens energieffektivitet (UKSPF intervention E13)
E13 - Gemenskapsåtgärder för att minska levnadskostnaderna genom åtgärder för att förbättra energieffektiviteten och bekämpa bränslefattigdom och klimatförändringar.
Genom detta ingripande kommer vi att finansiera projekt som kan hjälpa hushållen i Preston att hantera levnadskostnadskrisen genom att öka användningen av energieffektivitetsåtgärder som också kommer att ha effekten att minska utsläppen av växthusgaser. Det förväntas att projekt kommer att ge invånarna den information och de resurser som krävs för att förbättra energieffektiviteten och minska hushållens räkningar, särskilt inriktade på de invånare som är i bränslefattigdom.

Som en del av sitt engagemang för Community Wealth Building stöder Preston City Council utvecklingen av en mer demokratisk lokal ekonomi genom att främja kooperativ utveckling, utbildning och träning, omvandling av företag till arbetar- och/eller anställdaägda företag och främjande av av investeringar i gemenskapsägda företag via mekanismen för gemenskapsaktieerbjudanden.
Vi söker organisationer som kan ge relevant stöd och råd till företag, privatpersoner och organisationer som är intresserade av att utveckla samarbetslösningar för de affärsutmaningar de står inför.
